Reconcile the book (what was executed) against the reports (what was told to the regulator). Each book trade is first run through reportability (MiFIR RTS 22 Art 26, cited); a reportable trade with no report is under-reporting — the single largest fine category, and invisible by inspecting reports alone — and a report with no reportable trade behind it is over-reporting. Every gap cites the scope rule that decided it.

Coverage, stated honestly: the reportability scope is the dominant branch of Art 26 (ToTV / uToTV via FIRDS); index/basket underliers, transmission chains and the full Art-2 exclusion matrix are routed to needs_review, never a confident wrong verdict.
